synopsis

The Ministry of Construction, like many business and public institutions in Japan, has its own anthem. The lyrics of this 'Utopia Song', unchanged since 1948, include "asphalt blanketing the mountains and valleys... a splendid Utopia'. Gone are the days when the Ministry simply poured wet concrete over hillsides. Today's earthworks use concrete in countless inventive forms: slabs, steps, bars, bricks, tubes, spikes, blocks, protruding nipples, lattices, hexagons and wire nets. After decades of building, the legacy is visible everywhere with hardly a single hillside standing free of giant slabs of cement built to prevent 'landscape damage', even though many of these are located miles away from any human habitation.
Le Ministère de la Construction, comme beaucoup de business et institutions publiques au Japon, a son propre hymne. Les paroles de cette chanson utopique, inchangées depuis 1948, incluent « l’asphalte recouvrant les montagnes et vallées... une splendide Utopie. » Le temps où le Ministère de la Construction du Japon coulait du béton sur le flanc des collines est révolu. Les travaux utilisent aujourd’hui le béton dans un nombre infini de formes inventives : dalles, marches, barres, briques, tubes, pointes, blocs, treillis, fils de fer : Après des dizaines d’années de construction sans but réel et pour soutenir l’industrie de la construction, cet héritage est visible partout, avec à peine un flanc de colline non recouvert de plaques géantes de béton construites pour prévenir les « dégâts environnementaux », bien qu’un grand nombre de ceux-ci soient situés à des kilomètres des habitations.
